ANNEX 1Prevention of pollution by oil.

Regulation 9
Control of discharge of oil.

Tankers – discharge of contaminated water (tank washings)
(a)           Not within special area,
(b)          more than 50 nmiles from land,
(c)           en-route,
(d)          maximum 30 litre per nmile,
(e)           maximum 1/30,000th of cargo quantity.
(f)           Oil discharge monitoring and control system required.

All ships above 400 grt (machinery space bilges)
(a)           Not within special area,
(b)          en-route,
(c)           oil content (without dilution) less than 15ppm,
(d)          approved oil filtering equipment used.
(e)           Vessels above 10,000 tonnes require alarm and automatic stopping device.

No chemicals or other substances in concentrations hazardous to the marine environment

Special areas are:
North West European Waters, Mediterranean Sea, Baltic Sea, Black Sea, Red Sea, The Gulfs area, the Gulf of Aden, and the Antarctic. The Antarctic is an extra special case and no discharges are permitted under any circumstances.

Regulation 10 –
Special areas‑machinery space bilges
Discharge from machinery space bilges can be carried out within special areas provided that:
a)      The bilge water does not originate from cargo pump room bilges
b)      The bilge water is not mixed with oil cargo residues
c)      The ship is en‑route
d)     The oil content, without dilution, does not exceed 15 PPM
e)      The ship has approved filtering equipment whose discharge is automatically stopped when the oil content exceeds 15ppm.

Regulation 11
Regulations 9 and 10 shall not apply to the discharge of oil or oily mixtures necessary for the purpose of securing the safety of the ship or saving life at sea, provided all reasonable precautions have been taken.

Annex II – Control of pollution by noxious liquids in bulk

Liquids classed A, B, C or D.

Class A being the most harmful to the marine environment, D being the least.

Class A – no discharges allowed.

Class B, C, D
(a)                en-route, at least 7 knots
(b)               Maximum rate of discharge
                                                              i.      1 ppm for class B
                                                            ii.      10 ppm for class C
                                                          iii.      100,000 ppm class D
(c)                Maximum quantity
                                                              i.      1 m3 or 1/3000th tank capacity for class B
                                                            ii.      3 m3 or 1/1000th tank capacity for class C
(d)               Discharge below waterline
(e)                At least 12 nm from land

Special Areas
Class B tanks must be prewashed,
Maximum rate for B and C 1 ppm
Maximum quantity for B and C 1 m3 or 1/3000th tank capacity

Special areas are – Baltic sea, Black sea and Antarctica.

Annex III – Control of pollution by harmful substances in packaged form

Substances designated ‘Marine Pollutant’ in IMDG code.

Marking of packages, carriage of correct documents including manifest
ANNEX IV -
Regulations for the Prevention of Pollution by Sewage

This annex is in force from September 2003.

Applies to all ships above 200 grt., or carry more than 10 persons.

The sewage is comminuted and disinfected using an approved system, AND the vessel is more than FOUR miles off land to allow discharge; OR

Sewage can be discharged when the vessel is more then TWELVE miles off land; OR

Sewage which is held in storage tanks can be discharged into the sea provided that the discharge rate is moderate and the ship is en-route at more than 4 knots; OR

The vessel has in operation an approved sewage treatment plant which has been certified by the Administration, where the effluent does not produce "visible floating solids, nor discoloration"

The ship shall have an International Sewage Prevention certificate:
            Ships particulars
            Sewage handling equipment
            Discharge pipe with standard shore connection.



ANNEX V - Regulations for the Prevention of Pollution by Garbage

1.      The disposal into the sea of ALL plastics is prohibited.

2.      The discharge of dunnage, lining or packing materials which floats shall take place over TWENTY FIVE miles away

3.      The discharge of food wastes and all other garbage shall, take place over TWELVE miles away. If the food is comminuted to less than 25mm then discharge may take place within THREE miles away.

4.      IN A SPECIAL AREA. (Mediterranean, Baltic, Black, Red, Gulf areas, Antarctic, NORTH SEA, and WIDER CARIBBEAN), the following criteria apply

a)      Disposal of plastic, dunnage, lining material, etc. are prohibited

b)       Food waste can be discharged when less than 25mm, but over TWELVE miles away. (In the wider Caribbean THREE miles)

NOTE: THE DISCHARGE OF ANY GARBAGE OTHER THAN FOOD WASTE IS PROHIBITED IN SPECIAL AREAS. ONLY GARBAGE DISCHARGED INTO THE SEA MUST BE CATEGORISED. GARBAGE OTHER THAN CATEGORY 1 DISCHARGED TO RECEPTION FACILITIES NEED ONLY BE LISTED AS A TOTAL ESTIMATED AMOUNT.

ANNEX VI – Prevention of air pollution.

Now in force backdated to Jan 01 2000.

1.                  Ozone depleting substances – deliberate emissions not allowed. HCFC’s (R12) not allowed after 2020.

2.                  Emission of NOx  - Design and equipment. All new ships and engines, substantial modifications to existing engines.

3.                  SOx – Max fuel sulphur content 4.5%. In SOx control areas (Baltic Sea at present) max sulphur content of fuel in use is 1.5% OR an exhaust cleaning system is used.

4.                  Volatile Organic Compounds – designated terminals will have vapour collection systems as will the vessels using them.

5.                  Incinerators – Must be of approved type.
Not permitted -           Cargo residues Annex I, II, III.
-                      PCB’s
-                      garbage containing heavy metals
-                      halogen producing compounds
PVC incineration requires IMO type approval

5.                  Fuel quality – shall not include any added substances which adversely affects the performance of machinery; is harmful to personnel; adds to air pollution.
