Its been confusing for all holders of U.K C.O.C to obtain an Indian equivalent as nobody is aware of the procedure.For class 4 and second officer levels its easy to obtain as they do not have to attend any course or orals, they need a letter from the sponsoring company, copies of their s.t.c.w c courses 2 photograpgs ,copy of their passport and c.d.c , do carry the originals with you.An amout of rs1000 is required as D.D in favour of MMD ( chennai or mumbai) and a form ( obtained from MMD) has to filled and submitted ; you will get the blue copy which is valid for 3 months on the same day evening.The hard copy will be issued to you within this period.
For class1 and masters level either you have to attend a course conducted by LBS college of advanced maritime studies Mumbai ( duration of 3 days course name :Indian Maritime Legislation course fee is Rs 8000 ) or if you need it immediately you will have to sit for an oral exam after paying a D.D of Rs 6000 in favor of MMD ; mostly Indian laws pertaining to Merchant Shipping act 1958 and other regulation and conventions and the respective duties are asked . To get the blue copy you have to follow the same procedure paying Rs 1000 as DD to MMD (Mumbai or Chennai) and submitting your copies of originals s.t.c.w course and passport ,c.d.c and company sponsor letter along with 2 photographs .The blue copy is valid for 3 months within which the hard copy will be issued.
Please note that for getting Indian endorsement for Dangerous Cargo you have to again get the Indian D.C by doing the TASCO course in India as the U.K Dangerous Cargo endorsement in usually on the C.O.C itself and has to be endorsed separately.The procedure might take another 15 days approximately .
The details of the I.M.L course conducted usually once a month usually during first weeks can be obtained by contacting L.B.S college Mumbai. Sponsorship letters can be obtained from Indian Companies which you are planning to join.

this blog is really very informative, but to add one more thing, DG has passed new rules. that is to get indian COE the indian shipping company has to employ a trainee with the officer of UK COC to sail in indian vessel or to get COE, the applicant has to mention the name of the trainee on the COE application, hence the indian companies are refusing to issue that letter.
i got my COE in 2004 after an oral exam . I did revalidation of the certificate once and this time an indian company had to give an undertaking that they would keep a cadet
However the name is not required and the cadet can be placed on any ship of the company , not necessarily the one you are joining as there may not be lifeboat capacity. the dg circular states as such

For applying COE, alongwith application, the sponsoring co has to give a statement that DGS order No.1 of 2012 is complied in the vessel. The details of the TME or the Deck Cadet along with the applicant and ship particulars to be submitted in a format available at MMD Mumbai.Another undertaking to be given that the deployment of the TME/Deck Cadet is over and above the tonnage tax commitment of the company.(Ref.DGS order No.1 of 2012). The new COE will be valid only for 2 yrs.
Thanks indeed. My case is that I had got COE but expiring along with my UK COC unlimited Master on 11th December 2013. How do I Revalidate COE once I receive my revalidated COC from UK. How long the course "Indian Maritime Legislation course" valid which was done in March 2010. In fact I received COE a year later I applied. My application was misplaced in MMD and I had to be after to get issued in Oct.2011.Thanks to MMD for issuing. I have put up just 4months 10 days on Indian COE. Can you help me please.

Now a person at Mumbai MMD says that you can't apply for COE if u have UK GMDSS certificate after 2000, so I guess I will have to do Indian GMDSS get it endorsed and then to apply for COE.... Not sure what to do, can some1 suggest better option.... Does anyone have any idea how's it now at Kolkata and chennai MMD ???

My son did his COC from UK in Sept 2015 we now understand that the DG shipping has stopped issuing approval for second officer position on Indian ships as per circular no NT eng circular no 2 of 2014 dated July 27 2014
Has there been any change on this circular If not is there any way my son can get employment in an Indian shipping company
