INSTRUCTIONS FOR FUEL OIL SAMPLING
1.The container to be used for taking the primary sample must be a fresh container having a proper cover by which it can be sealed and should be used only once and disposed off. Attention should be given to the cleanliness and dryness of the primary sample container
2.The primary sample container cover to be removed and the mouth of the container to be secured to the sampling cock on the bunker line near the bunker manifold in such a way that there are no chances of any external media entering the container.
3.The primary sample container to be sealed by sealing clips and one person must be on watch throughout the bunkering delivery period at the bunker manifold , near the sampling cock to make sure that the primary sample container is not being tampered .
4.The sample must be taken continuously throughout the entire bunker delivery period by manual valve-setting continuous-drip sampler method in order to get a proper representative and homogenous sample having its physical and chemical characteristics identical to the average characteristics of the total volume being sampled. The flow from the sampling cock to be adjusted accordingly.
5.After bunkering operation is complete, close the sampling cock on the bunker line and remove the primary sample container.
6.The primary sample to be thoroughly agitated to ensure that it is a homogenous and representative sample.
5.The collected primary sample to be transferred to 3 bottles supplied by D.N.V Petroleum Services. The 3 bottles supplied by D.N.V Petroleum Services to be filled with the primary sample up to the marking on the bottles.
6.The three bottles must be sealed with tamper proof security seal having a unique means of identification supplied by D.N.V Petroleum Services and labels supplied by D.N.V to be secured to each of them after the required details have been filled on the labels.
7.The label which is secured to the three bottles must contain the following information:
a) Location , method & the sample date.
b) Date of commencement of delivery.
c) Name of bunker tanker/bunker installation.
d) Name and IMO number of the receiving ship.
e) Signatures and names of the supplier’s representative and the ship’s representative.
f) Details of seal identification.
g) Bunker grade.
To facilitate cross-reference, details of the seal identification may also be recorded on the bunker delivery note.
8. One bottle to be retained onboard minimum for a minimum period of 1 year as per the new regulation(retained sample), the second sample bottle to be given to the bunker supplier and the third sample bottle to be sent to D.N.V Petroleum Services for analysis.
8.The bottle to be sent for analysis to be secured inside the box supplied by D.N.V Petroleum Services. The box must contain the following:
a)Receipt of the bunker received as given by the supplier.
b)D.N.V .P.S form showing details of the oil bunkered.
c)D.N.V.P.S form showing content within the box.
RETAINED SAMPLE STORAGE
The retained sample is being kept at cool/ambient temperature in the chemical locker in the steering gear room inside a cardboard box designated for this purpose. The chemical locker is always locked and nobody is permitted to enter it without the permission of second engineer. The sample storage location is a safe and sheltered location outside the accommodation where the retained sample will not be subjected to elevated temperatures nor will any personnel be exposed to vapors which maybe released from the sample.
The retained sample containers are marked serially to keep track of the retained samples.
NOTE:
Regulation 18 specifically requires that the fuel oil supplied to ships must be free from inorganic acids or chemical wastes that could jeopardize the safety of the ship, be harmful to ship’s personnel, or pollute the air.
SUPPLIER’S RESPONSIBILITIES
Annex 6 of MARPOL requires Port States to:
a)Maintain a register of local suppliers of fuel oil.
b)Require local suppliers to provide the Bunker Delivery Note and a sample, where the fuel oil supplier certifies that the fuel oil meets the requirement of regulations 14 and 18.
c)Take appropriate action against fuel oil suppliers found to have delivered fuel oil that does not comply with that stated on bunker delivery note.
d)Inform IMO, for transmission to parties to the Protocol of 1997,of all cases where fuel oil suppliers have failed to meet the requirements specified in regulations 14 and 18.

On-board testing of the fuel could be carried out during the bunker operation by one of the engineering staff not required to supervise or monitor the bunkering operation.
